  【審勢】   治天下者定所尚,所尚一定,至於萬千年而不變,使民之耳目純於一,而子孫有所守,易以為治。故三代聖人其後世遠者至七八百年。夫豈惟其民之不忘其功以至於是,益其子孫得其祖宗之法而為據依,可以永久。夏之尚忠,商之尚質,周之尚文,視天下之所宜尚而固執之,以此而始,以此而終,不朝文而暮質以自潰亂。故聖人者出,必先定一代之所尚。周之世,蓋有周公為之制禮,而天下遂尚文。後世有賈誼者說漢文帝,亦欲先定制度,而其說不果用。今者天下幸方治安,子孫萬世,帝王之計,不可不預定於此時。然萬世帝王之計,常先定所尚,使其子孫可以安坐而守其舊。至於政弊,然後變其小節,而其大體卒不可革易。故享世長遠而民不苟簡。   今也考之於朝野之間,以觀國家之所尚者,而愚猶有惑也。何則?天下之勢有強弱,聖人審其勢而應之以權。勢強矣,強甚而不已則折;勢弱矣,弱甚而不已則屈。聖人權之,而使其甚不至於折與屈者,威與惠也。夫強甚者威竭而不振,弱甚者惠褻而下不以為德。故...
