L'Assemblée constituante venait de terminer sa longue et laborieuse carrière; et, malgré son noble courage, sa parfaite équité, ses immenses travaux, elle était haïe comme révolutionnaire à Coblentz, et comme aristocrate à Paris. Pour bien juger cette mémorable assemblée, où la réunion des lumières fut si grande et si variée, les résolutions si hardies et si persévérantes, et où, pour la première fois peut être, on vit tous les hommes éclairés d'une nation réunis avec la volonté et le pouvoir de réaliser les voeux de la philosophie, il faut considérer l'état dans lequel elle avait trouvé la France, et celui dans lequel elle la laissait.
