Nei giorni che Napoleone ritornò da Mosca, il generale Mallet una mattina evase dal manicomio di Parigi dov'era rinchiuso. Propalò la favola, che l'imperatore era caduto: da un momento all'altro la macchina di quel potente impero dispotico si rifiutò di funzionare. Funzionari e ufficiali s'inchinarono al pazzo, il quale osò dichiarare: «il governo sono io!». Il prefetto della Senna dispose la sala del consiglio, in cui si sarebbe adunato il governo provvisorio di Mallet: un ministro fu tenuto sotto catenacci e serrature; le truppe della guardia aprirono la prigione ai compagni della cospirazione. Quando l'imperatore venne a sapere con quale illimitata potenza era venuto fatto a un pazzo di comandare una mattina sulla capitale a sua posta, esclamò sdegnato: «Un uomo qui è tutto? I giuramenti, le istituzioni non contano nulla?».
