Uno Stato che, dopo aver raggiunto, quasi potrebbe dirsi, un primato di prosperità, di floridezza e di coltura, si arresta improvviso, tentenna, si sconnette, perde finalmente tutto quanto aveva acquistato con un lavoro assiduo di mezzo secolo; nè solo perde ciò che possedeva di bello e di grande, ma cade nel più profondo della miseria e del languore; questo Stato, io dico, presenta senza dubbio uno spettacolo troppo degno che alcuno vi si fermi coll'attenzione; e tanto più in quanto contemporaneamente e nel medesimo paese, un'altro Stato raccogliendo gli effetti del lavoro di più secoli, e per l'impulso speciale e potente d'un uom solo, si porta invece di tratto al più alto punto della civiltà, e veste uno splendore ed un lusso, dirò quasi, festoso e tripudiante.
